The Iowa Department of Administrative Services, Human Resources Enterprise (HRE) and Drake University have partnered to offer a Certified Public Management Program (CPM) for Iowa.

The purpose of the program is to guide public managers to incorporate best practice management techniques into their everyday management strategies.

The Iowa Certified Public Management Program is a nationally accredited program which focuses on "professionalizing" the practice of public management in much the same way that other associations organize to professionalize their occupations. 
The program entails a total of 300 contact hours over an 18 month period.

By completing this program you will receive the CPM designation and graduate credit from Drake University.

The CPM originated at the University of Georgia's Institute of Government in 1976. Since then, the program has grown to include 20 states, of which 16 have received Accreditation by the National CPM Consortium. In order for an individual to receive the CPM designation and to receive credit from Drake University (upon approval) the program must meet certain educational standards. Therefore, the program is an intensive learning experience unlike anything previously offered by HRE. Emphasis in the program is placed on problem solving and teamwork and builds on the direction established in the Governor's Leadership agenda and the Iowa Excellence Initiative. The CPM faculty is from both the academic and practitioner areas. The program will include much discussion, traditional classroom experiences, and on-line learning.

This program is designed for supervisors, managers, executives, management staff and project managers. It is open to State, City, County and Federal employees. Please visit our website to learn more about this important program.

Target audience:
Employees of State, County, City, and Federal Office who hold a management or staff position and meet the following criteria, as determined by their organization:
Someone who manages two or more people or has involvement in a program, project or resources that impact his/her agency.

Learning outcomes:
The curriculum consists of 300 hours, 18 month professional training in four learning areas:
  • General Administration and Organizational Skills
  • Analytical and Conceptual Skills
  • Technical, Quantitative and Qualitative Skills
  • Human Relations Skills

To receive the CPM designation, participants are required to complete one job-related team project. Participants are expected to apply the theories, principles, and/or techniques learned in the CPM Program training sessions to a situation, problem, concern, or opportunity in a public organization.

Related articles/information:
The Iowa Department of Personnel will allow the CPM designation to count as one year's experience in some job classes.

Graduates will receive a Drake University certificate of completion.

The University is in the process of evaluating the program for graduate credit.

ICPM certificate program is working toward accreditation by the American Academy of Certified Public Managers.

By completing this program you will receive the designation of CPM credit from Drake University (still in approval stage) and HRE will allow the CPM designation to count as one year of experience in some job classes.

Faculty/Presenter information:
Drake University Staff will serve as primary faculty for this program.

Registration information:
To apply, applicants must complete a form and secure approval by his/her supervisor and the agency's appropriate training and development director or agency head. An application form can be secured by e-mailing Lance.Noe@Drake.edu and requesting a CPM program brochure and application form.
